About the Anti-Ragging Cell

Mandate, Authority & Legal Framework

The Anti-Ragging Cell is an integral component of JR Institute of Medical Science's institutional mechanism. As per the guidelines of the University Grants Commission (UGC) under the UGC Act, 1956, as modified by the UGC Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009, the establishment of an Anti-Ragging Cell is mandatory for all higher educational institutions across India. This Cell ensures the physical, psychological and academic safety of every student on campus.
📜 Legal Backing — UGC Regulations 2009 & Supreme Court The Supreme Court of India in Vishwa Jagriti Mission vs. Central Government (2001) and subsequent UGC Regulations 2009 mandate that every institution constitute an Anti-Ragging Committee, an Anti-Ragging Squad, and a Monitoring Cell. Institutions found non-compliant risk withdrawal of affiliation, grants, and recognition. All students and their parents must submit a mandatory anti-ragging affidavit at the time of admission each academic year.

What Constitutes Ragging?

As per Supreme Court of India & UGC Notification

1Any act of indiscipline, teasing, or handling with rudeness a fresher or junior student.
2Any act that prevents or disrupts the regular academic activity of a student.
3Any activity likely to cause annoyance, hardship, psychological harm, or create fear or apprehension.
4Any act of financial extortion or forceful expenditure by senior students.
5Any act of physical abuse causing assault, harm, or danger to health or bodily integrity.
6Any act of abuse by spoken words, emails, SMS, social media posts, or public insult.
7Any act injuring or infringing the fundamental right to human dignity of a student.
8Wrongful confinement, kidnapping, molesting, criminal force, trespass, or intimidation.
9Any unlawful assembly or conspiracy to commit or abet ragging in any form.

Punishments for Those Found Guilty

One or more of the following shall be imposed on proven offenders

  • Debarring from sessional tests / university examinations
  • Suspension from attending classes & academic privileges
  • Withdrawal of scholarships and other benefits
  • Suspension from the college for a defined period
  • Cancellation / Termination of Admission
  • Withholding of results or mark sheets
  • Rustication from the institution for specified period
  • FIR and criminal prosecution under applicable laws

How to Report a Ragging Incident

Your complaint is confidential and will be acted upon immediately

Document the Incident

Note date, time, location, and names of persons involved. Save any digital evidence (messages, screenshots).

Contact the Cell

Approach any member of the Anti-Ragging Committee directly or use the UGC helpline 1800-180-5522.

File Written Complaint

Submit a written complaint to the Member Secretary. Alternatively, file online at antiragging.in.

Investigation Initiated

The Committee is mandated to investigate within 7 days and take action as per UGC Regulations 2009.

Resolution & Follow-up

Appropriate punishment is awarded. Victim is provided counselling and academic protection.

Mandatory Affidavit Requirement

As directed by UGC & the Supreme Court of India

📄 Student Affidavit

Every student admitted to JRIMS must submit a duly signed anti-ragging affidavit at the time of admission and at the beginning of every academic year, undertaking that they will not participate in, abet, or propagate any form of ragging.

👪 Parent / Guardian Affidavit

Parent or guardian of each student must also furnish a separate affidavit undertaking that their ward will not be involved in ragging and acknowledging the consequences under law if found otherwise.
